In paragraph 5 of (1) the War office defer
to our view that the Governor should not be pressed
to negotiate on the question of the ownership of the
buildings on Colonial Military Lands in anticipation
of such decisions as may be reached on the general
question. In paragraph 3 they profess themselves
unable to fix a date for the evacuation of the camp
at Sham-Shui-Po, and promise further communication on
this and on the question of the payment of a rental
of a site. It is to be hoped that our reminder at
(6) on 53654/35 will expedite this.
As regards the transfer, the terms of which
were communicated in (2) on 53654/35, and to which
the G.O.C., Hong Kong, gives provisional approval,
ima 4. of (1)
the War Office/raise certain difficulties in connec-
tion with the area E.F.M.N.H.G. in the enclosed plan.
The difficulty appears to have been caused by the
fact that what was described in connection with the
larger area as a "premium" is described in this
connection as "capital value" (see paragraph 2.A(ii)
of (2) on 53654/35). That this capital value should
be higher in the case of this area appears to be
only natural, in view of the fact that it forms part
of an extensive town planning scheme, and coulâ
readily have been disposed of at considerable profit
to the Colonial Government. I am afraid, however,
that we are not in a position to dispose of this
point here, and can only agree that the matter should
be taken up in Hong Kong by the G.0.C.
